Is this strange viral video related to Neill Blomkamp’s next film?

This bizarre video popped up in the electronic iPad version of Wired magazine recently. Apparently it’s tied somehow to Neill Blomkamp, the director of the wicked-awesome District 9, and could very well hint at the content of his next film. Government-manufactured mutants? Sold!
