Yes, that’s the title of a real movie! The Boy Who Cried Bitch is a 1991 independent film about a mentally deranged 12-year old which played in a few film festivals that year and then pretty much just disappeared into oblivion. To date, it has never been released on home video in North America, though it did get a release in Europe (hence why there are Dutch subtitles over this clip). However, this obscure film is notable because it features an early role for 18-year old Adrien Brody, and at the 10:24 mark of this clip, you can also see the official film debut of 13-year old Jason Biggs. Oh, and at the 1:07 mark, look for a surprise scene-stealing cameo by the boom mike!
