No, this is not George Lucas directing a movie about Herbie the Love Bug, though that would certainly be… interesting, to say the least. Herbie is actually a three-minute 16mm black-and-white short film Lucas co-directed with Paul Golding while they were attending USC film school in 1966. The short is basically nothing more than a series of abstract images set to Herbie Hancock jazz music, hence why it is titled Herbie. But, hey, a George Lucas film without any dialogue is always a plus!
